In order to provide high quality information security service in public network

a new scheme is developed for constructing secure VPN. In this scheme

security protocols are separated from operating system and integrated into the network equipment-Safe Ethernet Card. When a program makes use of network equipments

the protocols cannot be bypassed. The scheme can be used to provide security communication and prevent active attack. Hardware platform and inner software structure of the card is introduced

and multiple access manners link into the VPN are discussed. An accessing the VPN method of implementing ADSL dial-up based on PPPoE in the card is presented. Experiments results show that this method achieved expect purpose.
